"Hi I want to bring to your knowledge about Special Mark Buoy that you can pass to starboard of that buoy. It's wrong. If you refer to IALA Buoyage book it says that it is a buoy which is indicating the nature of danger but nowhere it says which side it's safer to pass. Your explanation on passing starboard would be of some help. I am a 2nd Officer of a ship."
